There's some Help for TOC fields in the Insert menu options.
 
In the Insert menu, point to Reference, click Index and Tables.
Click the Table of Contents tab.
Click Options.
 
The options you select make the necessary changes in the TOC field
code.
 
I'm afraid I have no idea why your pages are all numbered zero unless
... 
 
You don't have a section break after page 1 do you?
No?  I didn't think you'd fall for that one.  I'm afraid I can't think
of any other reason for that weird behaviour, but I'm sure someone else
will.
