I'm using Word 2002, but the TOC mechanism doesn't seem to have
changed.
 
Assuming you have inserted a TOC and now all you want to do is set the
heading levels, Use Tools > Options to show the field codes, and set
your TOC field code to
 
     {TOC \o "2" }
 
Then go back to Tools > Options and re-hide the field codes, and your
TOC should display as you want.
 
I did exactly that to a co-worker's TOC yesterday afternoon and got the
desired result: chocolate.  :-)
 
Of course, you could always use Alt+F9 to display the field codes, if
you don't like messing around with Tools > Options.
