An ERP system might be best with either a HTML with TOC
or a CHM output.

The output usually depends on what you are documenting.
For help for software the following is a rough guide.

.NET programs           Help2
Web based programs              HTML
Web based (with lots of topics)         HTML with TOC
Program with embedded panes for help            CHM (HTML Help 1.x)
All other programs              WinHelp 4
{forget about WinHelp 3.1}

There is two different APIs for the last two - check
which one your programmers are comfortable with the
WinHelp API or the HTML Help API

If you are supplying stand alone information
Help2 - only if you want to show off
HTML - especially if the topics are delivered over the
web
HTML with TOC - if an overview could be needed
CHM (HTML Help 1.x) - not for web delivery - OK for
network or CD
WinHelp - for CD delivery
