Has been working like that in Firefox for a while, which is 
at times helpful for those of us suffering from incipient 
maturity and squint. 

BTW.  Continuous scroll with a click on the scroll wheel can 
also be handy with some meece.   You know you have it when a 
funny scroll cursor appears...
