I think that ATO use the ASCO - Australian Standard Classification of
Occupations.  I am sure that there is one for either tech writer or tech
communicator.  Maybe ATO are working one level too high.

ATO are simply collecting data, and forcing square pegs into round holes and
so on.  I think that ABS - Australian Bureau of Statistics own the ASCO
system.
