Because in a previous life I was a programmer, and the dialog box does NOT initiate the action, goshdarnit! :-) And since I'm writing for IT people who might just feel the same, I stick to 'is displayed'.

I use 'is displayed'. Short, simple, to the point. Usually it's bleeding
obvious which program is causing the dialog to be displayed. I'm not
fond of 'appears' because it sounds a little... well, random! 'Is
displayed' sounds more deliberate.
