I don't think a guide line should be set eliminating either option. Using a 
mixture of both can help with expression. By using abbreviated language as the 
norm, when it is not used extra emphasis is then put on the statement you are 
about to make.

"I can not understand why people use abbreviations" has more emphasis than
"I can't understand why people use abbreviations"


We all do it in spoken language and it also works effectively in written...

I noticed in children's reader books, especially from Britain, that
abbreviations are used a lot - can't, won't, didn't  and so on.
After finding them initially irritating, I just accepted that I was showing
my age.

It does make dialogue easier to read.

Sorry about the implication, but I don't see why words
that are plain, clear, unambiguous, commonly used and
not grammatically incorrect,  can't be used in any formal
document.
