I have always found it rather annoying (professionally) that successive
committees have not actively sought to bring the ASTCs under the one
national umbrella.

I don't think it would be that difficult to merge or at least  s-t-a-r-t
t-h-e  p-r-o-c-e-s-s  by putting in place a theoretical future under a
national body (benefits etc) and then asking all current members of both
ASTCs what they thought.

The trouble has always been that a majority of committee members are not
willing to fight the good battle because they see it as being too hard to
accomplish or because they 'cannot find the time' and because they are
voluntary, nothing can be done.

As for the STC, I was against the Australian chapter being set up because we
had never seriously tried to merge the ASTCs and running off to Uncle Sam
was, to me, seen as a cop out. Clearly the needs of some were not being met
but the solution should be local, not imported, regardless of how 'local'
you try to make the imported one look. McDonalds is still McDonalds even if
they do buy their buns locally.
