Who cares ?  But then, which birthday for which Queen? might be more
relevant...., given that the current Queen's birthday is in April, whereas
the holiday is in June, and was originally set up for as Queen Victoria's
birthday on May 24, which in Canada is, I think, Victoria day, except of course
that June isn't May and  they have it some other time in Western Australia
because it would be too close to another holiday...

Elizabeth I's declaratory language is found in numerous proclamations, many 
of them of somewhat threatening nature.  This, however, would appear to be
appropriate in my view, if the intention is somehow to get people to go to a 
polo match in Canberra.
