That's one possibility, but it depends. 

For instance, typically project deadlines are pretty
tight, so you might have to learn a program that
entails 10% "more learning" (in simplistic terms) than
the last program you learnt, but you are allowed only
5% more time. Hence, the learning curve of the harder
program is steeper.
