if you really only want to post the latest versions of manuals and so on,
you could try an intranet page with a link to the manual as a wordprocessed
document.
This is very simple to put up and is in a format that most users can use
easily.
The moderation is through the webmanager for that page putting things up.
If the webmanager has full publish rights to that page, then it should be a
quick and simple process.

I have used this process in the past to post the latest version of a
specification or a design for a project team.  A bit crude, bit simple,
effective and controlled.
