Some thoughts:

Is the coloured border that important? Surely making it available
immediately with an imperfect border is better than making them wait
till you can mail out the colourful version?

Are you sure all the locations have a decent colour printer? If not,
make sure the design works in grey.

What about designing a border that isn't solid, but fades to white as
it gets close to the edge of the page. That way, the no-print area
will look like it's meant to be there ("it's not a bug, it's a
feature!").
