My experience also is that this is printer dependent.  The manuals I am
writing have tabs and headers that go to the edge of the printed page.  With
my printer there is a white margin, with the Software Publications printers
there is no white margin.  You may need to get them done by a commercial
printer - but that is probably overkill for what you are doing.

Have you tried using publisher?  Given you can set it to do photos with no
white edges, it may be a possibility.
