In Information Mapping the terms are used exactly as you say.

Process - high level, the sort of thing you might use a flow chart for.
Procedure - step-by-step instructions, eg a step/action table.

These could be used within the same document - the process as part of the 
introductory material for a subject and procedures when you get down to the 
nitty gritty details.

If your colleague is already using these words in this defined way I wouldn't 
be looking for alternatives - it helps if you both use the same words to mean 
the same things.
