Hmmmm I read this and initially thought "what on earth!", but then I thought
some more about it. Their audience includes everyone from people who are
unfamiliar with computers to people who wouldn't need help setting up a
modem connection. Having tried to help my father and father in law through
this process, I know that they have no concept of "select the modem option"
or "click the modem radio button". It's just not terminology they are
familiar with. So in order to cater to as wide audience as possible, they
opted to make their more advanced users smile a little and shake their
heads. Far better outcome than leaving half their users floundering.

Of course the odd thing about this is... you need to be connected to the
internet to see it. That's the bizarre thing.

"Place a dot next to..."

when instructing you to select an item (with a radio button).

Isn't that odd?
