Thanks for those advices.

Both work for me but a little piece of software "PDFKeyPro" is quite quick. Noted the caution about infections. I use a MAC so not quite as exposed to the gremlins.

Dear All,

I have the task of making a database from ten years worth of annual
scientific conferences.

Each year is stored on CD and one of them has all the papers
inaccessible to COPY and demanding a password.   This was 1999.
(There are PDFs on the CD that are copyable.

The original editor has no idea about any passwords.   Is there any
way around this?

Run a "break pdf password" search. I imagine you'll find some tools are for purchase, but there should be plenty of free ware available. I don't think you can crack it without using a tool of some sort, so you'll have to take the risk of downloading something that appears trustworthy. Suggest that once you have made a choice, run another search on the name of the software, to make sure that other people haven't had problems, that is, haven't had any nasty things loaded along with the tool. (Search, eg "infections with
tool xyz?").

One trick I have used to extract content out of a locked PDF is to print the
pdf to pdf.

The outcome that is generated will not be locked.
