Just ran one check and see what you mean, sorta. It seems to vary both with the
way you download / read your pdf and browser application settings. Getting some
initially unexpected results, having saved two different versions of the same
pdf, with different Initial View setttings.
I have a couple of suggestions:
a.) If you're using Firefox, there's an extension/Add on called PDF download
which in many cases allows you to choose
how a selected PDF can be downloaded and/or read.
b.) I've been trying out the free PDF tool called PDF-XChange Viewer which
appears to favour opening files with bookmarks open automatically. (Also allows
some editing, commenting and general markup of PDF files) See
http://www.docu-track.com/downloads/ .
Worth looking at for the extras ... there's a pro version that isn't too
expensive, too. If I recall correctly, it can make itself the default
application for PDFs read within the browser.
