I think the concept is very quickly taken for granted by anyone who uses OOo 
often, and that's probably part of the reason it isn't spelt out clearly. I 
vaguely remember tripping over this numerous times before I caught on!

The biggest source of confusion for most people is exactly this 
point, which is not clearly explained anywhere, including (I am 
forced to admit) in the Writer Guide. I now have it on the 
priority list next for the next revision.

Hedley, if you haven't already found it, what little there is on 
Outline Numbering in the Writer Guide is in the sections titled 
"Using styles in outlining" and "Choosing paragraph styles for 
outline levels" on pages 17-18 of Chapter 7, Working with Styles. 
Let me know if you're still having problems.
