The biggest source of confusion for most people is exactly this point, which is not clearly explained anywhere, including (I am forced to admit) in the Writer Guide. I now have it on the priority list next for the next revision.
Hedley, if you haven't already found it, what little there is on Outline Numbering in the Writer Guide is in the sections titled "Using styles in outlining" and "Choosing paragraph styles for outline levels" on pages 17-18 of Chapter 7, Working with Styles. Let me know if you're still having problems.
