The best engineered ones become global very rapidly but, this region
(Australia in particular) is renowned for its canny programmers who can
devise and write such things.

Actually, some of the nastiest recent stuff came from Singapore, which is
the world's most highly IT connected nation state.

Hey, in the late 1980s, there was a 16 year old Melbourne lad hacking
into US Department of Defense mainframes and moving NASA weather
satellites around from his Commodore 64 and a 300 baud phone handset
modem!
