Hi Rosemary,
Sorry to disagree with you, but I side with the engineers. I think it is
Operation, because for the machinery I work with, we're talking about
operation of the machines. If I were talking about site operations (as
in 'works' or 'facilities') I might use 'operations'.
We often deal with IOM (installation, operation and maintenance)
manuals. To me, it doesn't make sense to say 'operations' for the
process of operating the machines/equipment.
Cheers,
Terry

Subject: atw: O&M Manuals
Can I get a few opinions on whether O&M (as in O&M Manuals) stands for
"Operations and Maintenance" or "Operation & Maintenance," please? My
personal opinion is that Operations should be plural, but the consensus
among the engineers here is that it is singular.
Thanks,
Rosemary
