I can see that you are absolutely bristling with rage about this so, rather
than have a brush with you, I will simply state that one does not keep a
toilet brush around (as if some magic wand for the Dumpster Fairy) but,
rather, one leaves it in its receptacle besides the loo, for use by (as our
North American colleagues might well say) a lieutenant.

As a toilet brush is (hopefully) used for no other than its intended purpose
and in no other place than the toilet bowl, the bacteria are unlikely to
spread upstream to one's abode.

As for viruses, in the real world, nothing kills them anyway.
(Unless, perhaps they could be encouraged to commit "sewer-side".)
