For me, best way (where you can sort your apps into menus 
with categories of your choice) is something like :

http://www.freelaunchbar.com/

I can have menus like FileOps, Editors, Tools, Network apps, 
Chat, Email, Media, Graphics etc ... as pleases me, rather 
than M. Micro$oft

And a bit more stable...
