There are a number around, which vary in the skills you require=
 to 
make them work properly.
At the base of most of the FREE ones is the set of tools which=
 are in 
the collection of files that come with Ghostscript.
In particular, the central one is a file called pstopdf, or=
 ps2pdf -- 
if forget which.    This takes a Postscript file and generates=
 PDF 
from it. There ARE certain requirements for the postscript format=
 
involved, but you can fairly easily find a standard Printer=
 driver 
which can be used to generate "standard" postscript when you=
 "print" 
to it. 

Google for Ghostscript, pstopdf and/or ps2pdf, Postscript driver=
 
etc.. 

Sometimes an easier way is to generate HTML files -- and then=
 convert 
them to PDF.    Here. look for html2ps, which does conversions to=
 
postscript for you... -- and has instructions on how to generate=
 pdf.

Perhaps easier in this area is HTMLDOC, which can combine html=
 files 
into a single document .  Free -- but support costs, if you want=
 it.
