Thanks Alan, but the file in question is a RoboHelp compiled htm, which =
makes me think there should be some quick and easy work around?

I haven't done this with Robo, but I'm not sure that makes any
difference because although you haven't explicitly said so, I think
you're dealing with a .chm file.  Compiled Windows help.

As you've noticed, you can open the chm and extract the one topic, or
you can open the default page.  I don't believe you will find a simple
command to open the TOC with a specified topic.  You can do it on a
simple network connection, but not over an http connection.  It's the
security in the http protocol that stops you and there are no quick and
easy workarounds.

If you're prepared to put in some effort, you can write sufficient
JavaScript to emulate your target of opening the TOC pane and the topic.
 I've done it successfully, but not recently.
