The attempt may generate pathos but the 'initiative' will be top-down.
And I would wager that this kind of 'creep' - where the language of the
MBA runs right through the social matrix - is allied to more important
things, such as 'old-school' behaviour, corruption, and an increasingly
'refined' public sphere.

It's not 'just' about 'sounding' official and legal. Managers would be
trying to make the language used part of a dominant paradigm that could
work against many aspects of the service that are clearly 'undesirable'.

The recent movie 'The Last Winter' - about the early 80s push to
professionalize rugby league - demonstrates the real 'issues'. The real
estate agent and team owner played by John Jarratt is interesting. He is
the guy we're 'meant' to hate. But if you listen closely to his words
(and getting a top-rank actor like Jarratt for the role was key) you see
what the real goal is.

I assumed that the special language used by police was a pathetic
attempt to
sound official and legal.
The railways have used their own jargon for many years.  A station is
either
a through station or a terminus.  Thus a train terminates at a terminus,
though it may terminate at a through station.
