Yes, but that's exactly the logic that would force us to say 'peas soup', 
'cakes shop' and 'four doors car'. I gave these examples to demonstrate 
that it doesn't seem to be relevant whether there's more than one of 
whatever thing we're talking about. 

I think Michelle's reasoning may be on the right track - we do often seem 
to use the plural when it comes from a title. (Strictly speaking, I'd say 
it's a modifier in that case too - but I still think it could be one of a 
type that might be treated differently.) 

I don't think that's the whole story, though. There are probably other 
cases - that have nothing to do with titles - where you'd use the plural, 
but I'll have to give it a bit more thought before I can come up with 
examples.

Does the section look after only one medical record?  I think not.  Then 
Medical Records Section it is: "section" qualified by "records" (it's not 
the surfing section) qualified in turn by "medical" (it's not 78 LP 
records).
