Interesting problem. The best case is that the resource map becomes the first port of call for everyone to look for documents. It's reliable, current, comprehensive, easy to use. The second-worst case is that don't implement the resource map and you muddle on as you are. The worst case is that you do the work to implement the resource map and it's only somewhat reliable, current, comprehensive, and easy to use. Now staff have yet *another* place to look on top of the network folders, wiki, bookmarks, customer portal, company site, browser bookmarks, ...
