Try saving them all as RTF. See if the bloated .DOT also produces a bloated 
RTF. Compare them and see if you can tell where the difference is. 

I'm not sure if these are applicable to templates, but the usual things to 
check/try for .DOC files are: 
- Disable 'Allow fast saves' 
- If revision tracking was enabled, accept all changes 
- Create a new template, copy everything from the bloated doc up to but not 
including the last para marker into it, save 
- if there are any graphics, was there any difference in how they were inserted
