I suspect that to store structure information you need a structured
template, and that's what this .tpl file is. For an unstructured document,
as you say, any old .fm file will do.
If you Google for "framemaker tpl structure" you get quite a few hits like
this one (http://www.txstruct.com/rules.htm):
Read/write rules can be entered into a text file or a FrameMaker file.
A FrameMaker rules file can be either structured or unstructured.
Text Structure Consulting, Inc., provides a structured template for
read/write rules. Use of the structured template spares the developer
the need to remember the exact syntax of rules and spelling of keywords.
rules7.tpl The FrameMaker 7.0 version of the template
My guess is that if you've edited a tpl file in structured mode and want to
save it, you give it a new name with a .tpl extension and a type of SGML or
XML. I don't know why the installer doesn't associate .tpl with FrameMaker
but you can make the association yourself in Windows Explorer if you want.
