Not sure if this will do it, but searching in Visio under "Circular text" yielded the following. Note there is reference to adding text at the end:
CREATE AN ONION DIAGRAM
Some of the above steps give visual examples.

Do you mean the text must wrap around the circumference of the circle?
Or, do you mean little balloon texts which orbit the circle?
What version of Visio do you use?
