Actually, that's a nice solution to the "this page intentionally left
blank except for this bit" thing - call the blank page "Notes".

But then I guess that raises the question of why there is not a Notes
page for every chapter, and also the possibility that the quality of the
writing is so bad that you need to leave space for the reader to write
in their own explanations...

Maybe you could call it "Pause page" and provide crayons.

I have seen some American tech manuals where a new chapter always=20
starts on an odd-numbered page. Any previous chapter finishing on an=20
odd-numbered page is followed by a page with this message:
'This page intentionally left blank'.=20

The message is usually at either the top or the bottom of the page,=20
allowing the reader full reign to fill the page with creative doodles.
Not so=20
useful for online manuals in .pdf.
