This reminds me of a discussion of some time ago about whether an
intended-blank page should bear the legend "this page is left
deliberately blank" ...
... where of course it should say "except for this message, this page is
left deliberately blank".
I agree with Allan that it's better top leave the header and footer: At
least then readers know that they are not missing a page.

disagree with you and give you a perfectly valid reason for that

Craig's colleague likes to remove the last page header because "it
looks like an error".

Luke prefers to leave the header there because if it is removed
"someone reads the chapter and is left wondering if there was ment to be
anything on the page and there has been a problem with the printer."

My preference is to leave headers and footers on blank pages,
especially in Word, for reasons of simplicity and file stability.

There were no headers or footers on blank pages of textbooks from all
four of the publishers I checked in this office.

My suggestion is to check the corporate style guide. What does AGPS
say?
