You're right about that Erisa.

It would be nice if they provided a SLA with the plan, but I somehow don't
think they would commit at that level.

Unfortunately there is just no way to gauge the speed of a plan.
You can have the same plan for a year and it will be slower at year end than
it was in the beginning.
The pipe-size and bandwidth may not change, but the number of users on it
may mutliply enormously.
It would be good if there was some real way of really measuring plan
performance and some way of maintaining the service level.
