As I recall, David (Howell), the most highly regarded freeware content
management system is called CVS.
If you do a Google search for "document.management+freeware or
+open.source" you should get what you need to know about it.
(I consulted on and reviewed intelligent document management software for
an employer not so long ago and had to try and remember what that software
was called.)
