Open Office Writer exports directly to PDF with no dramas at all. We
use it for all our manuals.

I finally sorted out my problem with converting Word to PDF. Or maybe
it was just a workaround.
I decided to convert the document into Publisher. This was a
non-trivial task, as much of it required another round of formatting,
but when I printed it to Adobe PDF, it looked just fine.
Maybe I've learnt something about trying to do too much with Word!
