It seems to be used for one basic purpose: to place the reader on
notice that information is provided on the understanding that they do
not either divulge it to others without authorization, pr use the
information for their own personal gain without permission.
The point is that there is a legal remedy open for breach of
confidence against someone who decides for example, that the nice new
idea you have consulted them about is such a good idea that they take
it over and exploit it for their own benefit without consultation or
compensation to you. If you are clearly placed on notice that the
information you are given is provided in trust, on the understanding
you won't pinch it or pass it on to others without permission, the
fact that you are on notice goes to help prove a breach.
Practical instances are when people are being asked to say, tender a
quote for carrying out part of a process which involves a
confidentially-disclosed technique etc...
