I worked in educational publishing.  The elements of a figure were:

@       the (optional) title ("Figure 4.2  Bedouins camped at oasis 
Lorin")
@       the (optional) caption ("Traditional Bedouins lived in 
squirrel-fur tents but 
        modern day communities are just as likely to live in Winnebagos.")
@       the graphic itself (in this case a photograph of Bedouins)
@       the (optional) legend 
        "A  Racing squirrel"
        "B  Brightly decorated Winnebago"
        "C  Nosy television crew"
        "D  Tom Cruise"

I hope this clarifies my earlier remarks.
