Got it with a bit of help! I switched on Arabic through Microsoft Office
Language Settings and the Right Rule option appeared.

Hello Austechwriters,
Word help indicates that the vertical ruler can be displayed on the
right of the screen by ticking an option in Tools > Options > View
called "Right rule (Print view only)". I don't have this option in my
installation - Word 2003 SP2.
Does anyone know how I can get this option or is there another way to
move the vertical ruler to the right?
"Right rule (Print view only) Places the vertical ruler on the right
side of the document window. Use this option when working with documents
that predominantly use right-to-left text."
