I have used two very old CMS systems in NSW government departments.
They were both used to maintain intranets and although they were clunky
and had limited functionality, they were very easy to use. I suspect
newer versions would be no harder to use and would have much richer
features.
I got close enough to one of these systems to become aware that it had
been used to develop the intranet site, but that work was only done by
one person and I was never able to meet him. Creating new page sets
within that intranet was very quick and easy, even for me. :-)
