In the full article it also says:

   "European Commission regulators in Brussels chose Mr. Barrett
   from among Microsoft's own nominees for the job of judging
   whether the company is complying with a 2004 EU ruling that
   it help its competitors design software to mesh with its
   nearly ubiquitous Windows operating system."

'The job' is described as being independent trustee and chief
technical expert in the EU's antitrust battle with MS. So I
don't believe it's fair to say that Barrett is doing this for
fun, behaving like a child, or only responsible to himself.

I posted the article because I thought it was interesting that
this vast legal exercise hinges, in part, on the adequacy of
the software documentation supplied by MS.
