I think you'll find that all Help authoring tools use the same
Microsoft Help compilers for WinHelp and CHM. You can only avoid the
WinHelp compiler by not writing WinHelp, and the same applies to CHM and
its compiler.
Some of the vendors of authoring environments built in macros that
overcame many of the problems - Virtual Media / HDK were particularly
good at that.
