It sounds to me as though you need a combination of bookmarked sections, 
TOC table fields pointing to the bookmarks and a series of style headings 
and stylerefs fields to assist you with the creation of the annex headings 
and page layouts.
Complicated.
I don't know how powerful Word 97 is for this sort of thing, and frankly, 
no-one should be using it anymore anyway... Its no longer supported.

I hope this helps, but others on the list will probably help more with 
better ideas!
