I wonder...

Conversion from Word to Acrobat used to be done in two possible ways. Via the Print menu, or via Adobe PDF -> Convert. The latter allowed for creation of bookmarks - a macro went through the doc and grabbed all the headings and references. I haven't used it for a while but I still have the combo on my computer.

I'd check:
a) that she's converting the correct way
b) that the 'create bookmarks' option is enabled (might be in the Adobe PDF menu)

Worst case scenario, she could download OpenOffice, open the doc in that, then export to PDF... :-)

I couldn’t help but there may be someone out there who understands what my colleague is trying to do and can shed some light.
