Don't confuse means and goals. A document is a (possible) means to a goal. Accreditation is another (possible) means to a goal.

The goal ("what you want to achieve") is something more like "better recognition, better pay, better conditions" -- or whatever, though spelt out much less vaguely than that.

I rarely agree with Brian Clarke, but in this case I think he is absolutely right with his 9-step approach.
