Could I suggest a quite different approach to accreditation or
credentialism.
1. Decide clearly WHAT you want to achieve, ie, the benefits; spell it out
in terms that can be measured unequivocally.
2a. Identify WHO the main groups of players with a stake in the field are -
the stakeholders; ie, who gives out credentials, who gives out jobs, who
decides pay rates, who makes the rules.
2b. Identify all the players who are likely to be affected - potential
providers and clients.
At the end of 2, you have a beginning of an idea about who benefits and
possibly what keeps the present system ticking.
3. Identify the SUPPLY CHAINS between the various players.
4. Identify the RULES used by the present stakeholders to work the market,
ie, to move things along the supply chains.
5. Identify the current RELATIONSHIPS between the stakeholders, providers
and clients - ie, who is in bed with whom.
6. Identify the CHANGES that have occurred in the supply chains over the
last few years, who was involved, what preceded the changes and the
sequelae.
At the end of 6, you have a much better idea of who benefits and what keeps
the present system locked down.
7. Carry out research to discover how the relationships between the
stakeholders, providers and clients will change with the introduction of
this new labelling regimen - the NEW ROADMAP.
8. Identify what is required to motivate anyone to take the least bit of
notice of what you are doing - THE DRIVERS.
9. Search for the RESOURCES to make such a system work.
When you have done all this, only then, I would suggest, are you in a good
position to start toying with the means of production - the HOW - the
assessments, the evaluations. Cos, so far, that's all you are doing. You are
ignoring the market at your peril.
BTW, I have done all of this many times here and overseas - for trade and
degree qualifications. Don't expect any one person to do it for you. Don't
expect well-meaning volunteers without some experience or skills in this
area to do it for nothing.
