The way I read it is that in order to gain a Pass grade you must submit
at least 85% of the assignments and attend at least 85% of the prac
classes *in addition* to achieving satisfactory results.
UWS has a similar hurdle in the subject I tutor: you must attend at
least 80% of tutorials and you must attempt *all* assignments. I
believe it's not unusual.
As for the references, the subject information sheet suggests to me
that it's an entry-level subject for programmers, not a comprehensive
training ground for tech writers. The Writing Technique lectures and
tutorials in weeks two and/or three might introduce style guides - they
might even direct students to the library for exercises using a style
guide.
