.NET FrameWork 2.0 is required for Paint.NET but Windows XP SP2 may not have this.  You can check in the Add or Remove Programs control panel for Microsoft .NET FrameWork.  There is also a security patch KB928365 for .NET 2.0

You can either download .NET FrameWork 2.0 from Microsoft's site or enable AutoUpdate so you always have the latest patches. If AutoUpdate is currently activated, you should have .NET FrameWork 2.0 already.
