So you have a group of people who have established that they don't
reliably respond to e-mail, and you're going to fix the problem by
sending them another e-mail...
Phone or visit each person and ask them. Then send an e-mail confirming
the time and place of the meeting and listing the people who've said
they're coming.
On the day of the session, phone or visit everyone who said they'd come
to the session and confirm that they still intend to be there.
I guarantee this will take less time and be more successful than
delegating it to your Sent Items folders to negotiate commitments with
their Inbox.
