I find the STC Salary Survey is generally a pretty good guide to what you
should be asking. It's particularly useful for comparing your offered rate with
the usual rates for people with your level of experience in your city or area.
For e.g. if Shane is in Adelaide, $35 is pretty good especially for someone
with no previous tech writing experience. If he's in Sydney, it's pitiful,
because being poor in Sydney costs a lot more than being poor anywhere else
(apologies to Spike Milligan for the paraphrase).
